How a change is counted
- New: an offer listed that was not listed the day before.
- Withdrawn: an offer that is no longer in a complete listing. A day a site could not be read is a gap, never a withdrawal.
- Re-priced: the offer's rate changed from one day to the next. Each day's change counts once.
- Not counted: a new "last updated" date, a new tracking link, or a re-issued offer with identical terms. New York and DC give an edited offer a new id; we pair it with the offer it replaced, so a re-pricing counts once.

The CSV has 455 rows, one per changed field: date, state, utility, supplier, offer id, offer, commodity, unit, kind of change, field, old value, new value. Rates are in US dollars per kWh, therm or ccf, as listed. Download it.
This page is rebuilt from the daily record; the date at the top is the last day it includes. Offer terms change, so check the state site or the supplier before you rely on a figure. Sources and method: how the offers are collected.
